Mumbai Coastal Road: What Is Open, and What Is Still a Project?

Mumbai Coastal Road is easiest to misunderstand when it is treated as one single road with one simple status.

Brihanmumbai Municipal Corporation (BMC) records support a narrower answer: specific South Mumbai carriageways are documented as operational, while the wider Mumbai Coastal Road programme still appears in the corporation’s 2026–27 capital budget. These statements are not contradictory; they describe different parts of the project.

Which stretch does BMC actually describe as operational?

In its Budget Estimates 2025–26 speech, BMC records these directions:

• Southbound: Bandra–Worli Sea Link to Princess Street Flyover.
• Northbound: Netaji Subhashchandra Bose Marg at Marine Drive to Bandra–Worli Sea Link.

The important detail is the endpoints. “Mumbai Coastal Road” is not, by itself, a precise route description. A journey needs to be matched to a direction and a named section rather than assumed to cover the entire coastal-road programme.

Does the official record prove night-time access?

The same BMC speech says these carriageways have been operational since 27 January 2025, from 7:00 am to midnight on all days.

That is a useful operating reference, but it is also a dated statement in a 2025–26 budget document. It does not, by itself, establish 24-hour public access in 2026 or rule out a temporary traffic restriction. Anyone planning a late journey should check the Mumbai Traffic Police notices for date-specific orders instead of turning an older operating window into a permanent promise.

Why is an operational road still in a construction budget?

BMC’s 2026–27 Fund 11 Capital document includes a line for “Construction & Development of Mumbai Coastal Road” with a Budget Estimate of ₹9,074,789 thousand, or about ₹907.48 crore.

That figure is a budget provision, not proof that the amount has already been spent or that it represents one specific unfinished section. It does, however, make one conclusion safer: the wider programme should not automatically be described as fully complete.

There is a second distinction worth making. BMC also issued a tender for five-year operation and maintenance services for Mumbai Coastal Road (South). Operations and maintenance are evidence of a managed road asset; they are not evidence that every planned coastal-road link is open.

What does this change for a traveller or reader?

• For a South Mumbai trip, compare the planned direction and endpoints with BMC’s wording.
• For travel outside the documented 7:00 am–midnight window, do not assume access without checking a current traffic notice.
• For questions about project completion, separate the operational South corridor from the larger programme still represented in the capital budget.

The honest one-line answer is this: BMC documents defined South Mumbai stretches as operational from 27 January 2025, with a 7:00 am–midnight schedule, while its 2026–27 records still show construction and development funding for the wider project. That is more precise—and more useful—than calling Mumbai Coastal Road simply open, closed or complete.
