What does the ICC do—and how is it different from the BCCI?

In cricket, ICC means the International Cricket Council, the sport’s global governing body. The BCCI is the Board of Control for Cricket in India: its own published definition identifies it as an ICC member recognised as the body governing cricket in India.

That distinction matters because the two are not competing names for the same organisation. One works across international cricket; the other governs Indian cricket within that wider structure. (ICC, BCCI)

Is the ICC just a tournament organiser?

No. The ICC’s About page says it stages all ICC events, but also oversees playing conditions, the Decision Review System and its Code of Conduct. It says it appoints match officials for all sanctioned international matches.

The useful distinction is between staging an event and overseeing the framework in which international cricket is played. Those responsibilities overlap, but they are not identical. The scope stated for appointing match officials—all sanctioned international matches—is broader than the separate responsibility to stage ICC events.

So ICC involvement does not, by itself, establish that a match belongs to an ICC tournament. Seeing international playing conditions or match officials associated with the ICC is not enough to identify the event’s organiser.

Where does the BCCI fit?

The BCCI’s published definition describes a membership relationship: the BCCI is part of the ICC while being recognised as India’s governing body. That explains how both organisations can be relevant to Indian cricket without having interchangeable responsibilities.

The BCCI’s About page also credits it with launching the IPL and establishing the WPL. These are concrete examples of its role that should not simply be attributed to the ICC because the latter is the global governing body.

There is a limit to what that page establishes, though. Its list of objectives appears in a historical account of the board’s formation. It should not be read as a complete, present-day allocation of every responsibility between the BCCI and the ICC.
